AD Ports Group has announced the formation of the Consortium of UAE Shipbuilders, a unified platform spanning shipbuilding, vessel repair, fabrication and marine engineering.
The consortium brings together an initial group of national industry players, including AD Ports Group, SAFEEN Drydocks, Premier Marine Engineering Services, Dubai Shipbuilding & Engineering (DSBE), Al Seer Marine, Dutch Oriental, JOME Engineering, Saifee, Blue Gulf Ship Builders and MBK Marine Industries, among others.
The membership spans the full maritime value chain, from steel production and marine engineering through to fabrication and vessel repair.
The initiative is led by Noatum Maritime, part of AD Ports Group’s Maritime & Shipping Cluster.
Its stated aims are to improve visibility across project pipelines, enable more efficient procurement and support coordinated execution, with a specific focus on giving small and medium-sized shipyards access to larger and more complex projects in both domestic and international markets.

The commercial and governance framework will be defined by Noatum Maritime, which already delivers shipbuilding and repair capabilities in the UAE through SAFEEN Drydocks, a joint venture with Premier Marine Engineering Services.
The drydock operation has also extended its international footprint through the acquisition of the Balenciaga Shipyard in Spain, adding complex vessel construction and fabrication capacity outside the Gulf.
The consortium’s formation sits within a broader push by the UAE to diversify its economy away from hydrocarbons and build out industrial manufacturing capability.
For the maritime sector specifically, it addresses a longstanding fragmentation problem, smaller yards operating in isolation, unable to compete for contracts that require scale and integrated capability.
