Michael Phoon takes the helm at DBCE as new Managing Director, effective 5 January 2026, aiming to expand global engagement, advance DryBMS standards, and drive safer, more sustainable dry bulk operations.
Phoon is recognised for leading the Singapore Shipping Association through a decade of transformation, strengthening its global maritime influence.
During his tenure, he developed new member engagement structures, expanded shipowner support, and implemented internationally recognised crisis-response frameworks, including the International Maritime Organization (IMO)-adopted Crew Change Guidebook.
He also spearheaded a successful IP challenge on Ballast Water Management Systems, launched the Singapore War Risks Mutual, and contributed to international maritime leadership development.

At DBCE, Phoon aims to broaden stakeholder engagement, strengthen committees, update DryBMS Standards, implement governance for self-assessments, and promote wider industry adoption.
INTERCARGO and RightShip, DBCE’s founding organisations, welcomed the appointment, stated: “Michael’s leadership will help DBCE deepen its impact, advance the evolution of DryBMS, and support broader adoption of responsible, best-practice operations across the industry.”
