Robert J. Harvey of Florida has been sworn in as a Commissioner of the Federal Maritime Commission (FMC) following US Senate confirmation.
Robert J. Harvey was nominated by President Trump on 3 September 2025 for a term expiring on 30 June 2029.
His nomination was confirmed by the US Senate on 18 May 2026, before his appointment to the Commission on 28 May 2026.
Prior to joining the FMC, Robert J. Harvey served as President and Executive Director of the Florida Opportunity Fund, a not-for-profit organisation focused on investing in start-ups across sectors, including life sciences, information technology, advanced manufacturing, aviation and aerospace, and homeland security and defence.
He also previously held the role of Executive Director of the Florida Development Finance Corporation, a state-level conduit issuer responsible for the issuance of tax-exempt and taxable bonds to support economic development initiatives.

Earlier in his career, Robert J. Harvey served as General Counsel at Enterprise Florida, the state’s principal economic development organisation, where he focused on legal and regulatory matters linked to investment and business growth.
He has also worked as a partner at several law firms, specialising in securities litigation, arbitration and regulatory matters.
Across these roles, Robert J. Harvey has gained experience in managing public-private partnerships aimed at supporting economic development.
A US Navy veteran and former Special Assistant US Attorney, Robert J. Harvey, began his maritime-related career as a Lieutenant Commander in the Judge Advocate General’s Corps. In that role, he provided legal counsel covering military justice, administrative law, federal law enforcement and naval law.
The Federal Maritime Commission (FMC) stated it “warmly welcomes Commissioner Harvey” following his appointment.
