The International Chamber of Shipping (ICS) has published the fifth edition of its Guidelines on the Application of the ILO Maritime Labour Convention.
The guidance provides shipping companies with the latest amendments, helping ensure vessels remain compliant, safe, and fit for international trade.
The updated edition consolidates all amendments in a single volume for the first time, offering practical tools for shipowners, masters, managers, and crewing agencies.
With over 1.5 million merchant seafarers worldwide, the MLC is the only truly global maritime employment regime, guaranteeing consistent working and living conditions across ratifying nations.

Compliance is closely monitored through flag state audits, ensuring operational standards are met across international shipping.
Thomas Kazakos, Secretary General of ICS, said: “The latest amendments to the Maritime Labour Convention reflect the lessons learned from recent global events, including reinforced rights to shore leave without visas or special permits.
“Strengthened provisions on bullying and harassment have also been adopted and respond to the urgent need to safeguard seafarers’ dignity, safety and mental well‑being. These changes directly address challenges exposed during the COVID‑19 pandemic and the evolving expectations around seafarer welfare.”
In a related development, ICS also published its Deck Procedures Guide, the first comprehensive resource dedicated to deck operations, providing crews with practical tools to maintain safe and efficient shipboard practices.
