IMO Council to examine Gulf risks for merchant crews
The International Maritime Organization (IMO) will review the effects of rising regional tensions on shipping and seafarers in the Arabian Sea, the Sea of Oman and the Gulf, with particular focus on the Strait of Hormuz.

This will be addressed at an extraordinary council session in London on 18–19 March 2026.

The session, held at IMO headquarters and chaired by Victor Jiménez, follows requests from several council members.

Ahead of the meeting, Secretary-General Arsenio Dominguez briefed industry organisations on 11 March and member states on 12 March to provide updates and discuss recent developments.

The IMO Council, the organisation’s executive body, is made up of 40 member states elected by the IMO Assembly.

The session comes in the wake of recent attacks on merchant vessels in the Strait of Hormuz. At least four crew members were killed and three seriously injured, with around 20,000 seafarers operating in the region under heightened risk.

IMO and industry groups have urged operators to prioritise crew safety and welfare, remain vigilant, and rely on verified information when planning operations.
