Lloyd’s Register (LR) has partnered with DYNAMARINe to launch an independent auditing scheme for ship-to-ship (STS) service providers.
Under this agreement, LR auditors will evaluate STS providers against OCIMF Guidelines and risk data from DYNAMARINe. DYNAMARINe will then review these audits and issue final performance scores for each provider.
This joint effort aims to establish a trusted, consistent framework for assessing the competence and reliability of STS operators worldwide.
The initiative supports the updated OCIMF STS Guide’s call for independent verification of service providers’ self-assessments.
It also helps reduce duplicated audits in the energy sector, moving towards a standardised assurance model like SIRE, specifically for STS providers.

This marks the first time an IACS member has been directly involved in auditing STS service providers, reinforcing LR’s leadership in maritime safety and assurance.
It also highlights LR’s strategic expansion into advisory and risk management services requiring independent verification and trust.
