The Maritime and Coastguard Agency (MCA) will introduce updated regulations for small commercial vessels used for sport or pleasure, phased in from 12 December 2025, initially applying only to new vessels entering either code for the first time.
The Merchant Shipping (Vessels in Commercial Use for Sport or Pleasure) Regulations 2025 establish clear, pragmatic standards for vessels below and above 24 metres, providing a consistent framework that reflects the growing variety of craft and activities.
The regulations will gradually extend to more vessels as certificates come up for renewal or within three years, and some previously accepted standards will continue under the new code.
Updates incorporate recommendations from the Marine Accident Investigation Branch, introduce a regulatory framework for alternative fuels and propulsion, and provide clarity on survey and inspection requirements to support technological innovation.

Rob Taylor, MCA Code Vessel Lead, said: “This update is long overdue and will support commercial owners and operators by adding relevance and clarity to safety requirements for survey and inspection and innovation.”
The changes follow over two years of collaboration between the MCA, commercial operators, manufacturers, and industry bodies, including a 12-week consultation and stakeholder meetings, ensuring the new regulations are practical, proportionate, and aligned with modern seafaring standards.
The regulations are being laid before Parliament on 20 November 2025, with phased implementation starting 12 December 2025.
Recently, the International Maritime Organization (IMO) announced the 34th regular session of the IMO Assembly.
